Kingdom patrols see litter and dog fouling reduction in Doncaster

environmentIt has been announced that there has been a 20 per cent reduction in littering and dog fouling in Doncaster, where Kingdom provides environmental protection services, with a large reduction in the number of complaints regarding these environmental crimes in the first half of 2017 compared to the first half of 2016. There has also been a drop in the number of people requesting anti-dog fouling stencils from the council.

Complaints about dog fouling in Doncaster fell by 24% from 457 in the first six months of 2016 to 349 in the first six months of 2017. Complaints about litter fell from 1,352 to 1,091 over the same period, a reduction of 19%. It was noted in the Doncaster Free Press and The Star that “it follows the introduction of a new system involving private contractors dishing out fixed penalty notices.”

Kingdom has been providing Environmental Protection services on behalf of Doncaster Council since January 2016, and in the first year alone issued over 8,000 fixed penalty notices (FPNs) to anyone caught dropping litter or failing to clean up after their dog. As well as littering, Kingdom’s environmental protection officers have also been tackling smoking in smokefree places, smoking in vehicles, fly tipping, dog fouling and parking enforcement. As always, our officers wear the council’s uniform and body cameras. The contract has allowed the council to increase enforcement resources, and has meant an increase in income for improving investigation and enforcement for complex fly tipping cases.

Our officers are briefed each week by the council to make sure that we patrol areas where complaints from residents are received, as well as to ensure that patrols are spread evenly across the borough. Since January 2016, our officers have carried out patrols in 72 separate areas of Doncaster.

As a result of the success in Doncaster, Kingdom started providing Environmental Protection services on behalf of neighbouring Rotherham Metropolitan Borough Council in April 2017, and just seven weeks in to that contract was praised for having handed out 1,400 fixed penalty notices.

Now, following the fantastic results, Doncaster Council and Rotherham Metropolitan Borough Council are considering merging environmental crime enforcement teams to save money and extend the coverage of the service.

Doncaster Council have produced a report by their Head of Service Regulation and Enforcement, Tracey Harwood, and their Enforcement Manager, Carolina Borgstrom, which says: "Environmental Crimes do not differ or stop across authority boundaries, but instead travels with nuisance individuals between authority areas. As a result, increasing knowledge and providing an effective deterrence against these offences amongst members of the public in Rotherham is likely to be beneficial for the environment in Doncaster as well."

Talks have been taking place and a proposal is due to go before Doncaster Council cabinet later this month. If the plan is agreed to, the contract will have to go out to tender before being brought in. This will be a very exciting development for tackling litter, dog fouling and other environmental crime and anti-social behaviour if it goes ahead.
